The Minister of Women Affairs, Community, Small and Medium Enterprises Development, Hon. Senator Monica Mutsvangwa, today attended the appointment and induction of the Boards of Trustees for 15 Community Economic Empowerment Trusts (CEETs) in Kadoma.

Hon. Mutsvangwa described the establishment of the Trusts as a significant milestone in ensuring that ordinary Zimbabweans derive meaningful benefits from the natural resources found within their communities.

She urged the newly appointed Trustees to embrace the Whole-of-Government approach, uphold the highest standards of transparency, accountability and good governance, and ensure the sustainable utilisation of local resources for the benefit of present and future generations.
The Minister noted that the Trusts provide an opportunity to strengthen community participation in local economic development while addressing lessons learnt from previous community empowerment initiatives. She reaffirmed the Ministry's commitment to working with all stakeholders to promote inclusive development and improve the livelihoods of communities across the country.

Speaking at the same event, the Minister of State for Provincial Affairs and Devolution for Mashonaland West Province, Hon. Marian Chombo, said the Trusts would play a critical role in driving rural industrialisation, promoting value addition, attracting investment and creating employment opportunities in line with Vision 2030.

Officially commissioning the Boards of Trustees, the Minister of Industry and Commerce, Hon. Mangaliso Ndlovu, said the Community Economic Empowerment Trusts are grounded in the Constitution of Zimbabwe and are guided by four pillars: true local ownership, broad-based participation, industrial localisation and economic sovereignty. He said the Trusts will help mobilise investment, establish industrial parks and Village Business Units, and promote value addition to local agricultural and mineral resources.

The induction conference was also attended by the Minister of State for Provincial Affairs and Devolution for Matabeleland South Province, Hon. Albert Ngulube, the Deputy Minister of Women Affairs, Community, Small and Medium Enterprises Development, Hon. Kiven Mutimbanyoka, traditional leaders and members of the newly appointed Community Economic Empowerment Trust Boards.

Hon Garwe Commissions Service Vehicles in Chivi
The Minister of Local Government and Public Works, Daniel Garwe, has commissioned a fleet of service vehicles and equipment in Chivi District, in a move set to significantly improve service delivery and local governance.
The commissioning ceremony marked a major step in the Government’s efforts to enhance development at grassroots level, in line with the “Call to Action: No Compromise to Service Delivery” launched by Emmerson Dambudzo Mnangagwa on 1 November 2023.
Speaking at the event, Minister Garwe said the initiative reflects the Second Republic’s commitment to accelerating development and improving the quality of life for citizens, particularly in rural communities. He emphasized that the programme is anchored on the national Vision 2030 agenda of building an empowered and prosperous upper-middle-income society.
The commissioned equipment includes a VTZ front-end loader, a Red Lion fire tender, a 20 cubic metre HOWO tipper truck, 40 motorcycles for councillors, and two service vehicles. The fleet is expected to strengthen road maintenance, disaster response, and administrative efficiency in the district.
Minister Garwe highlighted that the acquisition of the equipment was made possible through a combination of devolution funds and internally generated council resources, demonstrating accountability and effective utilisation of public funds.
A key highlight of the ceremony was the handover of motorcycles to councillors, which is expected to greatly improve their mobility and effectiveness. With some wards covering distances of more than 60 kilometres, the motorcycles will enable councillors to better engage with communities, monitor development projects, and respond promptly to citizens’ needs.
“This is about empowering our local leadership structures and ensuring that no community is left behind,” said Minister Garwe.
The commissioning of the Red Lion fire tender was described as a crucial development in strengthening disaster preparedness in Chivi, a district prone to fires, road traffic accidents, and other emergencies. The addition of road construction equipment is also expected to improve infrastructure, facilitating economic growth and access to services.
Minister Garwe also commissioned two service vehicles acquired through internal council funding, which will support project supervision and enhance service delivery.
He commended councillors for their dedication and urged them to make full use of the new equipment in serving their communities. He also expressed gratitude to the Government of Zimbabwe for its continued support under the leadership of President Mnangagwa.
The event was hailed as a game changer for Chivi District, signalling a new phase of development and reinforcing the Government’s commitment to inclusive growth and sustainable service delivery.

An inspiring initiative unfolded yesterday at Jerera Growth Point as the Women of Masvingo Province took the lead in accelerating the Zero Waste Movement.

Led by Mrs. E. Chadzamira and Mrs. D. Pazvakavambwa spouses of the Minister of State for Provincial Affairs and Devolution and the Secretary for Provincial Affairs and Devolution, respectively. This powerful clean-up campaign emphasized that local change begins with collective action. Joining hands with community leadership, Fungai Maregedze, the council chair for Zaka RDC, stood alongside these inspiring leaders to champion sustainable environmental stewardship right in our district.

We were honored to have our Council Chairperson, Cllr R. Ndlovu, leading our team as we hosted Honourable Daniel Garwe, Minister of Local Government and Public Works. It was a significant opportunity to demonstrate how we are translating the Devolution Agenda into real-world results, from our district-manufactured leather school shoes to our packaged Idelele, Ibhobola, and Ibilebile ranges.
