The Minister of Women Affairs, Community, Small and Medium Enterprises Development, Hon. Senator Monica Mutsvangwa, today attended the appointment and induction of the Boards of Trustees for 15 Community Economic Empowerment Trusts (CEETs) in Kadoma.

Hon. Mutsvangwa described the establishment of the Trusts as a significant milestone in ensuring that ordinary Zimbabweans derive meaningful benefits from the natural resources found within their communities.

She urged the newly appointed Trustees to embrace the Whole-of-Government approach, uphold the highest standards of transparency, accountability and good governance, and ensure the sustainable utilisation of local resources for the benefit of present and future generations.
The Minister noted that the Trusts provide an opportunity to strengthen community participation in local economic development while addressing lessons learnt from previous community empowerment initiatives. She reaffirmed the Ministry's commitment to working with all stakeholders to promote inclusive development and improve the livelihoods of communities across the country.

Speaking at the same event, the Minister of State for Provincial Affairs and Devolution for Mashonaland West Province, Hon. Marian Chombo, said the Trusts would play a critical role in driving rural industrialisation, promoting value addition, attracting investment and creating employment opportunities in line with Vision 2030.

Officially commissioning the Boards of Trustees, the Minister of Industry and Commerce, Hon. Mangaliso Ndlovu, said the Community Economic Empowerment Trusts are grounded in the Constitution of Zimbabwe and are guided by four pillars: true local ownership, broad-based participation, industrial localisation and economic sovereignty. He said the Trusts will help mobilise investment, establish industrial parks and Village Business Units, and promote value addition to local agricultural and mineral resources.

The induction conference was also attended by the Minister of State for Provincial Affairs and Devolution for Matabeleland South Province, Hon. Albert Ngulube, the Deputy Minister of Women Affairs, Community, Small and Medium Enterprises Development, Hon. Kiven Mutimbanyoka, traditional leaders and members of the newly appointed Community Economic Empowerment Trust Boards.

Graduate Firefighters Carry Out Demo Drills at Binga Town Bus Terminus

In the heart of Binga, as the sun began to rise, the air buzzed with anticipation. The Binga Rural District Council firefighters were set to showcase their skills at the bustling bus terminus, an event that had drawn the attention of locals and travelers alike. The drill was attended by BRDC CEO, the Public Service Commission's Simpande, JOC members, and the DDC's office, represented by Mr. Marinyame.

The terminus was a hive of activity. Vendors called out to passersby, selling everything from fresh produce to handmade crafts. In one corner, a group of children played, their laughter blending with the sounds of engines and chatter. Amidst this lively scene, the fire trucks, gleaming red and ready for action, stood as symbols of safety and bravery.
As the clock struck ten, the crowd gathered.

Families, commuters, and curious onlookers positioned themselves to witness the demonstration. The firefighters, clad in their uniforms, exuded confidence and camaraderie. Their leader, a seasoned captain, Mr. Chester Mwembe, stepped forward.

“Today, we’re here not just to show what we can do, but to remind everyone of the importance of fire safety in our community,” he announced, his voice resonating with authority. The crowd nodded, understanding the underlying message.

The demonstration began with the firefighters quickly setting up their equipment. They showcased various techniques, from extinguishing simulated fires to performing rescues from heights. Each maneuver was executed flawlessly, drawing gasps and applause from the audience. The children watched wide-eyed, some even imitating the firefighters’ actions with imagined hoses and extinguishers.

As the demonstration wrapped up, Captain Mwembe offered words of gratitude. “Thank you for your attention today. Remember, we’re not just here to fight fires; we’re here to protect you.”
The event ended with smiles and camaraderie. Many approached the firefighters, eager to learn more about fire safety. Children surrounded them, asking questions and even trying on helmets.
As the sun began to set, casting a warm glow over Binga, the community felt a renewed sense of safety and connection. The firefighters had not only demonstrated their skills but had also strengthened the bond between themselves and the people they served.
The bus terminus, once just a busy stop, had transformed into a place of learning and inspiration, reminding everyone that safety begins with awareness and community spirit.

Performsance Appraisal
Local authority officials who fail to deliver basic services to residents will face severe sanctions, including suspension, dismissal and travel restrictions, under a new Government crackdown aimed at restoring accountability and improving service delivery across Zimbabwe.
Speaking at the 2025 Local Authorities' Performance Evaluation Feedback Session in Harare on Wednesday, Minister of Local Government and Public Works Hon. Daniel Garwe, declared that the era of poor service delivery, financial mismanagement and administrative complacency was over.
"In terms of Statutory Instrument 69 of 2026, the Ministry will relentlessly, ruthlessly and brutally penalise non-compliant and non-performing officials," said Hon. Garwe.
The Minister said independent evaluations conducted by Best Practices (Pvt) Ltd had exposed glaring disparities in service delivery among the country's 92 local authorities, with some councils making progress while others remained trapped in cycles of inefficiency and poor resource management.
"Service delivery is the only metric that matters," he said. "While a few councils are showing positive trajectory, many are still lagging behind. That era has officially come to an end."
Hon. Garwe said Government was determined to ensure that all Zimbabweans receive quality municipal services as the country advances towards Vision 2030.
He said the recently gazetted StatutWhipory Instrument 170 of 2025 establishes mandatory Minimum Service Delivery Standards covering water and sanitation, roads, waste management, public lighting and other critical services.
Among the targets, urban councils are expected to achieve 90 percent piped water coverage and provide between 50 and 100 litres of clean water per person per day, while maintaining roads, refuse collection systems and public lighting infrastructure.
"These are no longer suggestions; they are the legal baselines upon which your councils will survive or fail," he said.
The Minister blamed deteriorating service delivery on excessive spending on salaries, workshops and administrative luxuries at the expense of infrastructure and essential public services.
To address the imbalance, Government has introduced a mandatory 70:30 expenditure framework through Statutory Instrument 69 of 2026. Under the regulations, at least 70 percent of council revenue must be directed towards capital projects and service delivery, while no more than 30 percent may be spent on salaries and administrative costs.
Councils that fail to comply risk sanctions ranging from written warnings and suspension of local and international travel for councillors and management to the downgrading of council status and recommendations for the dismissal of senior officials.
Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, said local authorities were central to Zimbabwe's development agenda and the attainment of Vision 2030.
"We want to reach the goal of Vision 2030 and local authorities are pivotal to the attainment of national development goals. The quality of service delivery determines the level of public trust that citizens place in Government institutions," he said.
Dr Rushwaya called for urgent reforms to rebuild public confidence in councils, saying rewards and sanctions must become integral components of local government performance management.
The evaluation results presented at the meeting identified Zvimba Rural District Council as the best-performing local authority in 2025, followed by Mutare City Council and Kwekwe City Council.
As he officially opened the feedback session, Hon. Garwe issued a final warning to councils.
"The honeymoon is over. The tools have been provided, the laws have been gazetted, and the results will now be laid bare for everyone to see."
The session brought together mayors, council chairpersons, chief executive officers and senior Government officials to assess local authority performance and chart a path towards improved governance and service delivery.
